This apportionment of representation is required by the governing rules of the National Committee , so as to bring to it the point of view of all official and public interest groups and to give maximum weight and authority to the findings and decisions embodied in the Uniform Vehicle Code and Model Traffic Ordinance .
The National Committee includes representatives of local , state , and federal governments — to name a few : traffic court judges , police officers , highway officials , traffic engineers , motor vehicle administrators , legislators , governors ' highway safety representa tives , county officials , and prosecuting attorneys . Private organi zations , such as motor clubs , safety councils , labor unions , manu facturers associations , and insurance companies , are also repre sented .
THE UNIFORM VEHICLE CODE The Uniform Vehicle Code ( UVC ) is designed and advanced as a comprehensive guide or standard for state motor vehicle and traffic laws . Since its initial publication in 1926 , it has been revised ten times - on an average of every four years .
The Code is based on actual experience , not on theory . Its provisions represent the best motor vehicle and traffic laws in the states . It contains existing , tested provisions , not experimental in novations . The Code transcends the function usually ascribed to a “ model ” law , which offers very general guidelines , because it is designed to be adopted verbatim by every state in order to achieve consistent , effective highway safety legislation .
The UVC does not purport to present every conceivable legal provision applicable to motor vehicles and traffic , nor is it a com pendium of all imaginable laws . It contains provisions that offer a sound legal framework within which effective highway safety programs can be carried out and within which efficient traffic administration can be conducted - all directed to the ultimate service of the highway user . The UVC offers a concise statement of significant principles of motor vehicle laws in the form of essential legislation , not in the form of innumerable details best left to administrative regulation .
