§ 2. That no person shall be allowed to use the said de las Mesteñas water for the irrigation of cultivated lands other than those for which it is now used , which are known as the Mesteñas grant .

§ 3. That any person violating the provisions of this act shall , on conviction , be fined in any sum not less than five nor more than twenty - five dollars for each violation , at the discretion of the court trying the case , one - half of which fine shall be paid into the county treasury and the other half into that of the territory .

§ 4. That all acts and parts of acts in conflict with the provisions of this act are hereby repealed , and this act shall be in full force and effect from and after its pas sage and approval .
